In compliance with the Administrative Arrangement signed by the National Electoral Council
(CNE) of Venezuela and the Delegation of the European Union in Venezuela, and following the
European Union’s election observation methodology, the Chief Observer of the EU EOM Venezuela 2021, Isabel Santos, will present and divulge the Mission’s final report on 22 February
at 14:00 hours.

The final report will include the EU EOM’s full assessment of the 21 November 2021 regional and
municipal elections in Venezuela and a list of recommendations for improving future electoral
processes.

In response to the invitation of the CNE of the Bolivarian Republic of Venezuela, the EU EOM
deployed throughout Venezuela on 14 October 2021 and remained in the country until 5 December to observe the 21 November 2021regional and municipal elections. During Election Day, the EU EOM had 134 observers from 22 EU Member States, Switzerland and Norway. EU EOM observers were present in the 23 states of Venezuela and the Capital District.

The EU EOM’s mandate was to assess the degree of compliance with Venezuela’s national laws
and international commitments in electoral matters. The EU EOM operated in accordance with the Declaration of Principles for International Election Observation, endorsed at the United Nations in 2005. The EU EOM was independent, impartial and neutral in its work and its conclusions.
